Landowner Gap Analysis for Tidal Wetland Conservation

In 2025, the Chesapeake Bay Trust commissioned a gap analysis report to support and inform a landowner engagement effort aimed at accelerating coastal wetland conservation. This report identifies barriers to conservation on private lands, effective strategies for communicating with landowners, and areas where increased support can have the greatest impact. 

Findings and recommendations are organized around understanding landowner audiences, improving outreach, and addressing regulatory challenges to meet wetland goals. Insights from this report may be useful for conservation organizations, government agencies, and others working to engage private landowners in wetland restoration and stewardship.
