Lessons Learned about
Developing Management Plans
for the Chesapeake Bay

There are a number of principles for developing management plans – these can be enumerated in the form of a checklist:

  1. Define your terms and your process, and be sure how it fits into others' responsibilities.

  2. Agree on what the end product will be, regardless of what you decide to call it.

  3. Establish clear timeframes.

  4. Establish clear goals – how much by when.

  5. Don't get bogged down in research and monitoring issues; set your goals and then establish the research and monitoring needed to get you there.

  6. Do not achieve consensus at the expense of all the specifics.

  7. Do not limit yourself to what you think you can do – bold goals drive agendas and budgets.
